This program area includes the coordination and design of municipal improvements including preparation of plans and specifications, inspection during construction of public improvements, and updating of plat and utility maps. The Division also provides review of privately-designed public improvements (subdivisions) and reviews grading and drainage plans and stormwater detention/flood plain requirements for single family and commercial developments.

 

Bridge Master Plan

The purpose of the Bridge Master Plan is to develop a comprehensive approach to repair, rehabilitation and replacement of the City’s vehicular bridges.

In developing the Master Plan report, the City's consultant rated bridge elements following the Illinois Structure Information and Procedure Manual. Each bridge was visually inspected and conditions were documented on the Illinois Department of Transportation’s (IDOT) standardized bridge inspection forms. Previous bridge inspection reports prepared by the City were reviewed and the original construction plans were studied as well.

The Bridge Master Plan includes:

• Five-year repair schedule
• Identified items for potential in-house maintenance or repair
• Details for each structure with respect to deficiencies and proposed scope for repair work
• Revised Condition and Sufficiency Ratings
• Cost estimates
• Funding options for repairs

The recommendations are limited to five years because the biennial bridge inspections required under IDOT’s authority may shift priorities more quickly than would be expected for other infrastructure systems.

National Pollutant Discharge Elimination System

The goal of the National Pollutant Discharge Elimination System (NPDES) is to preserve, protect, and improve water quality resources by reducing pollutants in storm water runoff. Water pollution degrades surface waters making them unsafe for drinking, fishing, swimming, and other activities. As authorized by the Clean Water Act, the NPDES permit program controls water pollution by regulating sources that discharge pollutants into streams, rivers and lakes. The NPDES permit program is administered by the Illinois Environmental Protection Agency (IEPA).

Measurable, annual objectives addressing six “minimum control standards” are required. One advantage communities in Lake County have is that through the countywide activities of the Stormwater Management Commission (SMC), including the Watershed Development Ordinance, four of the six NPDES program components are already in place. Each year, the City of Highland Park must submit an annual report to the IEPA. This annual report includes:

  • The status of compliance with the permit conditions, including an assessment of the Best Management Practices (BMP) and progress toward the measurable goals
  • Results of any information collected and analyzed, including monitoring data
  • A summary of the storm water activities planned for the next reporting cycle
  • A change in any identified BMPs or measurable goals
  • If applicable, notice of relying on another governmental entity to satisfy some of the permit obligations
